      1. Due to deep rooted Africans culture.

      4. Traditional Africans rulers were unwilling to lose their authority over the assimiles.

  3.  
    1. State three difference between the senate and House of representatives.           (3 marks)
      1. The senate has a smaller number 100 while house of representatives has large membership of 436.
      2. Senate has a long period of office 6 years while house of representatives 2 years.
      3. Senators are elected at state while members of house representatives are elected at the constituency.
      4. Senate rules are less rigid while House of Representatives rules are more rigid.
      5. Senate has strict qualifications while house of representatives has easier qualifications.
      6. Senate is more prestigious than House of Representatives.    3 x 1 = 3 marks
    2. Explain six ways in which the conduct of the U.S.A president is checked.             (12 marks)
      1. Congress check power of the president, all his appointments is approved by congress.
      2. Congress approves government expenditure for foreign affairs.
      3. Congress can impeach the president.
      4. The Supreme Court has power to nullify some of his actions.
      5. Public opinion-president may not go against public opinion
      6. Pressure groups
      7. The constitution limits presidential term to two four- year term.
      8. The mass media-presidential actions are monitored by the mass media.      6 x 2= 12  marks
