    2. Describe five aspects of the social organization of the Maasai during the pre-colonial period (10mks)
      • The lowest social unit was the family which comprised of the father, his wife/wives and children.
      • Several related families formed a clan.
      • They were organized into age-grouped/age-sets which were made up to people who were circumcised at the same period.
      • There was a warrior class whose duty was to defend the community / conduct raids.
      •  The Maasai believed in the existence of a supreme God, Enkai who was the creator of the universe.
      • There was a religious leader Oloibon who mediated between the community and God..
      • They offered sacrifices to God in special places/ celebrated the Eunoto ceremony.
      • They believed in the existence of ancestral spirits whom they revered
      • They initiated boys and girls
      • They had several religious leaders like diviners
      • They had several ceremonies

  2.  
    1. Identify three functions of the Attorney General of Kenya Principal legal adviser to the National government
      (3mks)
      • He/She represents the National government in court or in any other legal proceedings
      • Performs any other functions conferred on the office by then an act of parliament or by the president.
      • Has authority, with the leave of the court, to appear as a friend of the court in any civil proceedings.
      • Drafts government bills
      • He/She promotes, protects & upholds the rule of law and defends public interest.
    2. Describe the stages through which a Bill passes before it becomes law in Kenya.
      1. Drafting of the bill in the Attorney Generals chamber or the cabinet secretary under whose portfolio the bills falls.
      2. 1ST reading, Bill is introduced into parliament. No debate or outing takes place.
      3. 2nd reading, After seven days the bill is read again and a debate is initiated on it.
      4. Committee stage, a small group of members or a committee of the whole House Scrutinizes and analyzes the Bill and incorporates recommendations from the second reading.
      5. Report stage: Chairman of the committee reports on behalf of the committee and members confirm whether or not their proposals have be considered third reading: Final vote is taken.
      6. Presidential assent: President assents to the bill within 14 days.
      7. Within 7 days, the Bill is published in the official Gazette as an act of parliament.

      1. To promote democratic and accountable exercise of power
      2. To faster national unity by recognizing diversity
      3. To recognize the rights of the communities to manage their own affairs and to further theirdevelopment.
      4. To protect the rights and interests of minorities and marginalized groups.
      5. To ensure equitable sharing of national and local resources throughout Kenya.
      6. To give powers of self-governance to the people
      7. Have checks and balances and separation of power.
      8. Have decentralization of state organs.
      9. Promote social and economic development.
    2. Explain six functions of the county Government in Kenya
      (12mks)

      1. Development of agriculture in the areas of crop production and animal husbandry.
      2. Development of fisheries through regulation of fishing and fishing activities and promotion of fish farming.
      3. Provision of health services through construction of county health facilities etc.
      4. Promotion of public health through provision of refuse removal, refuse dumps etc.
      5. Environmental management through control of air, water and noise pollution.
      6. Provision of recreational facilities such as stadia, county parks and beaches, social halls etc.
      7. Regulation of cultural activities through licensing of betting casinos, cinemas, video shows etc
      8. Regulation and development of trading activities through provision of licenses, markets and trade fairs.
      9. Management and development of county transport through construction of county roads, street lighting, traffic and parking etc.
      10. Provision and management of pre-primary education, vocational education, polytechnics, home craft centres and child care centres.
